Project Overview
BART’s Board-adopted Station Access Policy (2016) has a goal to advance the region’s safety, public health, and greenhouse gas (GHG) and pollution and reduction goals, with a particular focus on improving pedestrian and bicycle access to stations. BART’s Walk and Bicycle Network Gap Study documents a planning process that took place in 2017-2020 through extensive collaboration with local jurisdictions, pedestrian & bicycle advocacy groups and other stakeholders. It identifies conceptual near- and medium-term access improvements to make walking and biking to and from the following 17 BART “Focus Stations” safer and easier:

The study includes station-specific recommendations in Chapter 2, global recommendations that may apply to all BART stations in Chapter 3, and a toolkit that illustrates and further explains the station-specific recommendations in Chapter 4.
The Gap Study’s recommendations are located both on and off BART property. Implementation of the recommendations will fall to each agency that has authority for specific locations – whether it's BART, the municipality, the county, Caltrans and/or another agency. We hope these recommendations are a useful tool for developing design solutions which may be incorporated into other projects or routine maintenance, and helpful in securing grant funding for needed improvements in BART station areas.
