The Grant Development Department works collaboratively with all BART departments to determine the best projects and programs to put forth for possible external funding dependent upon eligibility criteria and program constraints. Grant opportunities are available from the federal, state, regional, and local level. BART also partners with cities, counties, and other transit agencies when necessary to put forth the most competitive applications for discretionary funds.

FTA Pilot Program for Transit-Oriented Development (TOD) Planning
Project Description: BART and the 6 jurisdictions on the A-line are partnering to develop a Jobs Attraction Strategy. The A-line connects Oakland to the Silicon Valley via central and south Alameda County. The project includes 9 stations: Fruitvale, Coliseum, San Leandro, Bay Fair, Hayward, S. Hayward, Union City, Fremont, and Warm Springs/S. Fremont. Previous work has shown that this corridor has competitive development sites, market potential and the local support needed to attract major employers to future TOD. But experience has shown that attracting employers is difficult when the region’s economic focus is to the west and south. This affects low income workers too: a recent UC Berkeley study found that low-income residents living near BART don’t take BART because their jobs are not near transit. This project will build on robust TOD planning efforts in this corridor, identify what employers are seeking new locations, and create a strategy to bring jobs to the A-line. It also builds on upcoming work by the East Bay Economic Development Alliance on COVID-19 economic recovery.

Hayward Maintenance Complex: Sustainability and Capacity Improvements
Project Description: The overall Core Capacity Program includes four elements –a new communication-based train control system, 306 additional rail vehicles, an additional rail vehicle storage facility, and five additional traction power substations. The HMC project is a critical part of BART’s efforts to meet the long-term surge in demand. The facilities included are vital to increasing the site’s capacity from 153 to 250 cars, while also taking advantage of a rare opportunity to make use of a substantial amount of stormwater to meet onsite needs for non-potable water demand. The solar thermal system will displace 362 tons of CO2 that would otherwise be generated in the boiling of 2,000 gallons of wastewater each day. These facilities will thus ensure that these vehicles are maintained in an environmentally sustainable way.

El Cerrito-Berkeley Corridor Access Strategy for Transit Oriented Development (TOD)
Project Description: In this project, BART would evaluate the feasibility of innovative strategies to provide station access to customers in Berkeley, El Cerrito, Richmond, Albany and Kensington, to develop BART’S surface parking lots with roughly 2,000 homes, with a minimum affordability goal of 35%. AB 2923 (2018) generated lively community discussion about advancing transit-oriented development in Berkeley and El Cerrito to address the statewide climate and housing crises. While there is community support for development of BART property, concerns about BART access and parking reduction loom large. Building upon the FY2018-2019 Caltrans grant, which explored alternatives to parking replacement in TOD at El Cerrito Plaza station, this project would help BART explore larger-scale solutions to this serious concern in partnership with affected stakeholders. By funding this study now, Caltrans will help BART meet its goal to advance mixed-income housing development at El Cerrito Plaza, North Berkeley and Ashby stations by 2024.

Richmond BART Corridor Transit-Oriented Development Strategy – Objective Design Standards and Financing Strategy to Streamline Joint Development by 2024
Project Description: Mixed-use transit-oriented development could take place at 3 stations on the Richmond BART corridor in the next 5 years. As BART pursues development it will be important to ensure current and new residents in surrounding areas can walk, bike and take transit to the stations by offering improved routes and transportation demand management programs (TDM). This project would lay the groundwork to: streamline the entitlement process for joint development; identify infrastructure and TDM options to enhance station access; and capture value to finance access infrastructure and programs, as well as affordable housing.

Bike Locker Additions at San Leandro and El Cerrito Plaza Stations
Project Description: This project will increase the number of lockers at San Leandro and El Cerrito Plaza stations where occupancy has reached capacity. When lockers routinely fill up it can discourage BART riders and potential BART riders from cycling to BART and/or using BART. These additional lockers will bring supply back ahead of demand and help BART to continue growing bike access trips and ridership.

Project Description: BART will construct a 400-space bike station to replace an existing 130-space station, which fills by 9am every weekday. Project Description: The Elevator Attendent Initiative is a joint program between BART and the SFMTA. Attendants have staffed all BART/Muni elevators at Civic Center and Powell since April 2018. Attendants also discourage undesirable behaviors, improve elevator cleanliness and performance, reduce fare evasion, and reduce maintenance costs.

The elevator attendants greet and engage with transit patrons who take the elevator and dissuade undesirable behavior.

MacArthur BART Wayfinding Improvement Project
Project Description: The project will provide wayfinding signage throughout the MacArthur BART Station, including installation of more than 100 signs at the street, concourse and platform levels. The project will also include installation of real-time transit arrival displays on the concourse level of the station.

Project Description: The Elevator Attendant Initiative provides elevator attendants to operate BART/Muni street and platform elevators at downtown San Francisco stations. Their presents in the elevators will help discourage undesirable behaviors, improve elevator cleanliness and performance, reduce fare evasion, and reduce maintenance costs. The initiative will also improve access and accessibility for customers who rely on these elevators to enter and exit the transit system.

Project Description: The Pit Stop Program provides clean and safe public toilets as well as used-needle receptacles and dog waste stations, in San Francisco's most impacted neighborhoods. Transbay Corridor Core Capacity Program
Project Description: The Transbay Corridor Core Capacity Program will increase the number of trains operating through the Transbay Tube in the peak period from 23 to 30 per hour, and increase train lengths from an average of 8.9 to 10 cars, increasing peak hour capacity by 45 percent. The improvements will help to reduce crowding and maximize throughput capacity in the most heavily used part of the existing BART system, leading to increased ridership and reduced greenhouse gas emissions throughout the Bay Area and specifically within the Transbay Corridor. The Transbay Corridor Core Capacity Program includes four components: 1) the Train Control Modernization Project, 2) an additional 306 new rail cars, 3) additional vehicle storage at BART's Hayward Maintenance Complex, and 4) five new traction power substations.

Transbay Corridor TOD Implementation Strategies
Project Description: This grant will be used to develop a comprehensive TOD strategy that fills the remaining gaps in transportation management and development implementation in the Transbay corridor. The cities of Oakland and San Francisco have either recently adopted TOD-supportive land use plans, or are in the planning stages. However, the plans do not account for transit capacity constraints in the Transbay Corridor. The grant will fund activities that will enable BART to increase transit ridership by encouraging reverse commuting to Oakland, and incentivizing BART riders to commute to Downtown San Francisco at times outside the peak hour.

Gateway to Oakland Uptown
Project Description: The modernization of BART’s 19th St/Oakland station would improve the safety and circulation of passengers between train platforms, the station concourse, and the street level. A new elevator on the north end of the station would provide a direct ADA-accessible connection to AC Transit’s Uptown Transit Center, Broadway shuttle, and new San Leandro to Oakland Bus Rapid Transit (BRT) line. Also, The City of Oakland 20th Street Complete Streets Plan would provide an enhanced multimodal transportation corridor between the 19th St/Oakland BART station and nearby housing, employment, retail, and entertainment, as well as link to recreational opportunities at Lake Merritt.
